The City Council of the City of
Taylor met on September 19, 2008 at City Hall, 400 Porter St., Taylor, Texas. Mayor Hortenstine declared a quorum and called the special meeting to
order at 8:00 a.m. with the following present:

REVIEW/DISCUSS & CONSIDER/ACTION:
INTRODUCING ORDINANCE 2008-36 ADOPTING FEMA FLOODPLAIN MANAGEMENT GUIDELINES.
Mr. Dunaway presented information regarding the latest floodplain
information received from the Federal Emergency Management Agency (FEMA). FEMA
is requesting we review our existing guidelines to ensure compliance with the
most current federal guidelines. The City currently has an ordinance in effect
that may already be compliant but staff considers the newer Ordinance necessary
to establish newer guidelines and updates the wording of our existing ordinance
that was adopted in 1987.
Mr. Casey Sledge has reviewed the guidelines and recommends changes that
include changing the definition of the Manager of the program from the Building
Inspector to “a person who is a certified flood plain manager and to be
designated by the City Manager”. Additionally, staff recommends that the
minimum height requirement be increased from 1 foot to 2 feet for the lowest
floor of new slab construction built in an area designated as a flood plain. It
was further clarified that this would only apply to new construction and that
existing structures would not be required to meet the two foot minimum.

Mayor Hortenstine asked Mr. Hejl to read the caption and declared the Ordinance
Mayor Hortenstine adjourned the meeting at 8:10 a.m.
